Sugar syrup is simple a mixture of sugar syrup & water - typically in a 1:1 or 2:1 ratio by weight.

The weaker 1:1 sugar to water syrups are quite commonly used in more modern cocktail recipes. This is partly because today's cocktail glasses are larger in volume, & the cocktails tend to be a little more diluted than in the past.
